Public Transport Authority awarded a contract to Laing O'Rourke Australia PM Pty Limited for a constructability assessment for the City West Project.
The project comprised two phases: Phase One involved replacement and raising of the Sutherland Street bridges and Phase Two involved an upgrade to City West Station including a new underpass at Delhi Street; the phases were designed to be constructed independently but the PTA preferred concurrent construction.
Laing O'Rourke was engaged to review the PTA's ~10% concept design and provide a concise report with supporting appendices for Phase 1 and Phase 2 as individual projects and for a combined build.
Deliverables were required to include staging plans; construction methodologies and techniques to minimise any Fremantle line closure time; a high-level construction timeframe identifying estimated months for construction and all required rail closures and their lengths; identification and detailing of long-lead items with estimated procurement and reconstruction durations; construction-stage land requirements; a high-level review of the proposed bridge foundation/substructure including opportunities for mechanical or chemical stabilisation of earth; identification of key risks including any potential fatal flaws with proposed mitigation measures and suggestions for improvement; suggested additional design information required to inform risk (for example geotechnical and utilities investigations); and a supplier presentation of findings (approximately three hours).
The engagement aimed to support development of mitigation strategies to minimise or avoid Fremantle line closures, minimise the overall construction timeline, minimise disruption to the adjacent road network and Principal Shared Path, and identify cost efficiencies during material procurement and construction stages.
This engagement focused on constructability review and risk mitigation for a rail corridor upgrade—work typically procured from specialist contractors with rail, bridge and staging expertise to reduce rail closures and limit disruption to surrounding transport networks.
