City Renewal Authority awarded a contract to Urbis for Stage 1 of the City South East Masterplan to prepare a strategic, design-led framework establishing the overarching vision, spatial structure, policy alignment, and development direction for the City South East precinct of Canberra's City Centre.
The engagement required the consultant team to develop a Place Design Framework, support a high-level Development Strategy including early feasibility and staging logic, and integrate findings from previous studies referenced in the statement of requirements (including the Urbis Siting Study, Parkes Way Flood Study, and City East Catchment Flood Study).

Coordination with key stakeholders, including NCA, CMTEDD, CED, and TCCS, and integration with related precinct initiatives such as the Parkes Way realignment, light rail extension, and CRA development pipeline sites were specified as essential.
The restricted, multi-invite procurement with a reserve list and confidentiality protections reflected a targeted approach prioritising specialist urban design expertise, probity, and controlled access to sensitive background studies for successful suppliers.
