Transport for NSW (Legacy Transport Infrastructure Projects) awarded a contract to Transport for Tomorrow for the More Trains, More Services (MTMS) Stage 2 - Incentivised Delivery Agreement - South Works Package.
The contract involved infrastructure delivery to support service improvements on the heavy rail network, particularly along the T8 Airport line and South Coast lines.
Projects included Waterfall Infrastructure Upgrade, South Coast Line infrastructure and stabling upgrades, Mortdale Maintenance Centre upgrade, power upgrades, asset rationalisation, asset resilience, transport integration, and sustainability.
Scope included installation of crossovers, substation and traction supply upgrades, new substations, network power supply upgrades, signalling, combined services, route, drainage, and overhead wiring for new track infrastructure.
The Target Outturn Cost was adjusted due to cost impacts from spoil removal, toilet block axle counters, change in standard W beam traffic barrier, additional SAO and EPA announcement system at Waterfall, additional signalling scope on the South Coast, and adjustments to the compensation framework.
This incentivised delivery model aligns contractor performance with service outcomes, a growing trend in major rail infrastructure projects to manage cost and schedule risks.
