Public Transport Authority awarded a contract to Rail Systems Australia (MGB Titan Systems Pty Ltd) for Communications-Based Train Control (CBTC) systems engineering services to support the PTA’s High-Capacity Signalling (HCS) Project.
The contract covered the provision of appropriately experienced and qualified consultant personnel to join the PTA’s HCS Project Team and support the Project Management Engineering Team (PMET).
The HCS Project scope was to replace the existing fixed-block signalling and control system with a radio-based, in-cab moving-block Automatic Train Control (ATC) system to enable increased service frequencies; provide an automatic train supervision and regulation system; support semi-automatic train operation; implement simplified secondary signalling for operation of ATC-unfitted third-party trains (for example Indian Pacific and freight trains); replace life‑expired signalling assets to improve safety; and reduce field signalling equipment to improve reliability and lower maintenance requirements.
The HCS procurement was being delivered under an Alliance contract model and was in a late stage with a Preferred Proponent nominated.
The award reflected a focus on specialist CBTC systems engineering integrated with PTA’s PMET and alliance delivery approach, underscoring the programme’s technical emphasis on transitioning from fixed-block to moving-block ATC to increase capacity and reduce ongoing maintenance.
