About
Public Transport Authority awarded a contract to The Advisory Group (TAG (The Advisory Group) Pty Lyd) for cost estimation services for the City West Project over a 12-month period.
The City West Project comprised two phases: Phase One involved replacing and raising the Sutherland Street bridges, including replacement of the existing rail bridge, abutments, temporary track, structures and rail systems; Phase Two involved an upgrade to City West Station, including a new station with underpass, structures, retaining walls, a grade separated Principal Shared Path and rail systems.
The contract required provision of estimating, checking and peer review services and cost advice to support further development of the Business Case and Project Definition Plan (PDP) options based on sketches, feasibility and concept designs.
Estimates were produced at levels ranging from Class 5 to Class 3 in accordance with the Australian Government Cost Estimation Guidance and the PTA Project Cost Estimating Guideline.
The supplier also participated in Value Management Workshops with PTA members and Project Team Consultants, quantified project risks and opportunities, and organised and prepared presentation materials and aides as required.
The brief focused on multi-stage cost estimating (Class 5 to Class 3) and peer review to support progression from concept to project definition, indicating the contract required specialist cost-estimating and value-management capability for rail infrastructure projects.
