Western Australia Police Force awarded a contract to BAE Systems Australia Limited for the repair and maintenance of its five STAR SAFIRE Forward Looking Infra-Red (FLIR) systems fitted to the agency’s aircraft fleet.
The FLIR systems used thermal imaging to detect infrared radiation for operations that located persons either suspected of committing offences and attempting concealment, or lost persons as part of search and rescue activities.
The systems were STAR SAFIRE model variants manufactured by FLIR Systems Incorporated (USA) and are treated as defence articles on the US Munitions List; maintenance and repair of those devices involved transmission of technical information that is controlled under the United States International Traffic in Arms Regulations (ITAR) and governed by registered Technical Assistance Agreements (TAAs).
At the time of award, BAE Systems Australia Limited (Edinburgh, South Australia) was the only Australian company authorised by both FLIR and the US government to perform maintenance and repair of FLIR products.
Maintenance contracts for ITAR-controlled FLIR equipment are restricted by US export-control requirements and manufacturer/US-government authorisations; having that authorisation substantially narrows the domestic supplier pool and is a key practical consideration in awarding such work.
