Works were defined for four chainage sections: CH 28.13–28.50 (370 m), CH 34.95–35.29 (340 m), CH 205.19–205.46 (270 m) and CH 206.81–207.04 (230 m), each with a pavement and shoulder width of 9 m and an anticipated base course of 150 mm gravel.
The contractor was required to comply with DLI Standard Specification for Roadworks v5.4 (March 2024), with Hold and Witness points applying; an Environmental Plan was not required but the Standard Specification for Environmental Management applied.
Survey and design obligations included a localised survey of the repair patch including 50 m beyond each patch and 10 m each side of shoulder ends, provision of a repair patch design drawing with longitudinal geometry and cross sections at 20 m intervals, and level checking to replicate and correct the existing road geometry.
Earthworks and pavement works specified removal and pulverisation of 150 mm of pavement (including sealed road base and shoulder base), stockpiling and reuse as a stabilised sub-base 9 m wide, removal of 200 mm subgrade across 9 m width, evaluation and compaction of subgrade where compliant, placement of 150 mm pulverised gravel sub-base stabilised with 3% cement compacted to 98% relative compaction, importation of Fine Crushed Rock (FCR) meeting the contract particle size and property tables, placement of 200 mm FCR pavement and shoulder compacted to 100% Dry Density Ratio, grading of drainage to the outside batter, and application of a two-coat S10E spray seal with 14 mm and 7 mm aggregate.
The award specified detailed, measurable rehabilitation methods (survey deliverables, cement-stabilised sub-base, FCR pavement and two-coat spray seal) and strict compliance with DLI Standard Specification v5.4, indicating procurement focused on technically prescriptive requirements for disaster-related regional road repairs.
