Main Roads Western Australia awarded a contract to Georgiou Group Pty Ltd for the design and construction of the Mandurah Estuary Bridge Duplication (MEBD).
The works included duplication of the existing bridge with a structure of similar size/type; construction of a new shared path built to PSP (Principal Shared Path) standards located under the bridge deck; associated bridge and tie-in works including lighting, noise and urban design barriers, and drainage; and a wheelchair-accessible fishing platform.
The contract required pre‑qualification in Roadworks Category R3, Bridgeworks Category B4 and Financial Capacity F50, compliance with the Code for the Tendering and Performance of Building Work 2016, and accreditation under the Australian Government Building and Construction WHS Accreditation Scheme.
The contract was Commonwealth funded and referenced additional joint-venture accreditation requirements under Section 26(1)(f) of the Fair Work (Building Industry – Accreditation Scheme) Regulations 2016.
The specified R3/B4 pre-qualification and federal WHS accreditation requirements indicated the procurement targeted experienced bridge and heavy-civil contractors with existing financial capacity and federal safety accreditation, and Commonwealth funding brought federal building-code compliance into the contract conditions.
