Department of Police, Fire and Emergency Management awarded a contract to GSD Advisors Pty Ltd for the creation of a Panel of consultants and contractors to support the Emergency Services Computer Aided Dispatch (ESCAD) Project.

The panel provided roles including project consultants, organisational change management consultants, business analysts, PMO lead and support resources, facilitators, test managers and test resources, and short-term 'burst' resources.

The scope included project and quality management methodologies; resource planning and supply of burst resources; organisational change management; designing and facilitating stakeholder engagement; business process modelling and design; business analysis; PMO support; test planning and execution; design and development of a future support model; developing measurable performance criteria; analysis and modelling of future operating and project-related costs; reviewing project team outputs to provide expert opinion; attending and facilitating meetings and workshops; providing independent advice during commercial negotiations; and advising and assisting with project governance and vendor management.

The contract established a multi-disciplinary consultancy panel to supply flexible specialist resources and independent advisory support to the ESCAD project.
