Public Transport Authority awarded a contract to MGC Solutions Pty Ltd (Signals Infrastructure Services Pty Ltd) for the installation, testing and commissioning of two types of single-mode fibre cables — underground fibre and all-dielectric self-supporting (ADSS) — as part of the Rail Revitalisation Program (RRP) works carried out during the Armadale line closure.
The work scope covered locations between Albany Highway Level Crossing and Kelmscott train station and included migrating Signals RTU devices at Signals RTU location cases and the Gosnells Relay Room from the existing communications copper cabling to the new fibre.
PTA free-issued the fibre cables required to the fibre installer, while other fibre-related equipment was to be supplied by the installer.
Because the works were performed within the Armadale Line Control Authority (ALCA) area, personnel were required to complete ALTC online induction (pushed to the personnel’s RIW account) with the pre-requisite of a valid RIW card and PTA Supervised Worker accreditation, and to complete the RRP John Holland induction.
The contractor was required to produce a Rail Safety Management Plan and other safety documentation, provide protection officer(s) (Workgroup Supervisors) for their personnel, and nominate personnel for Workgroup Supervisor training to be arranged by the PTA representative.
The contract placed strong emphasis on rail-specific safety, induction and site-control requirements alongside technical fibre installation and equipment supply, indicating that providers with established rail communications delivery, RIW/ALTC credentialing and safety management systems were advantaged for this type of work.
