Public Transport Authority awarded a contract to KPMG Australia (KPMG) for an internal audit of the adequacy of processes governing the management of defects post completion of major projects.
The audit evaluated the definition and allocation of roles, responsibilities and ownership for asset classes; the adequacy of contractual agreements with vendors to ensure legal responsibility for defects management as per SWTC; the effectiveness of contractor performance management in line with agreed contractual terms; and systems and processes to plan, manage, monitor, track and report on defects management activities, including the existence and effectiveness of service delivery plans, the use of maintenance schedules to monitor asset reliability, and processes to engage and keep key stakeholders informed.
It assessed mechanisms to collect and evaluate asset performance data to inform maintenance schedules, determine whether assets were achieving intended outcomes and identify underperforming assets; reviewed quality assurance practices to ensure maintenance was performed as specified and continuously improved; and reviewed the structure of Defects Management and provided future‑proofing recommendations.
The audit concentrated on governance, contractual clarity, contractor performance, asset data and quality assurance—core areas agencies review to strengthen post‑completion maintenance and defects remediation.
