About
Department of Planning, Lands and Heritage awarded a contract to Rix Stewart (KNSJ Pty Ltd) for facilities management (FM) advisory services during the project definition phase of the Perth Convention and Exhibition Centre (PCEC) redevelopment.
The services supported the State’s work with the existing PCEC joint venture proponents and advisors to undertake due diligence, develop a reference design and confirm a preferred transaction structure.
Deliverables included developing an FM specification for the proposed design-build-finance-maintain (DBFM) public‑private partnership contract, contributing to the Public Sector Comparator, and providing negotiation support while the State conducted exclusive commercial negotiations with the PCEC JV proponents (with the State envisaging contractual close by mid-2025).
The contract aligned FM requirements with the envisaged delivery model and future private-sector operation of the completed facility.
Facilities management advisory contracts were used in this PPP-stage redevelopment to define operational requirements and inform procurement and risk allocation; specialist consultancies with FM and PPP experience are commonly engaged at project definition to prepare FM specifications and input to the Public Sector Comparator.
