About
Office of the Tasmanian Economic Regulator awarded a contract to Network Advisory Services Pty Ltd for a public benefit assessment of full retail contestability (FRC) in Tasmania's electricity market.
The contract scoped possible market and trading arrangements under FRC, analysed the costs and benefits of extending retail competition to all electricity customers (including households and small businesses), and developed recommendations on any required customer protection mechanisms.
The work responded to a Request from the Treasurer under section 9 of the Electricity Supply Industry Act 1995 and supported the Tasmanian Government's staged policy approach, which had reserved the final decision on extending retail competition until completion of a public benefit test.
