Department of Housing and Works awarded a contract to Aspire Learning Resources (Aspire Training & Consulting Ltd) for provision of instructional design services to develop online and mobile e-learning modules.

The contract commissioned professional instructional designers with current expertise in e-learning authoring software to create modules compatible with the Articulate 360 suite, conforming to Finance's Brand Guidelines and Writing Guide, and intended for deployment via Finance’s Learning Management System (LMS).

The procurement established a panel arrangement of two to three panel members (with the agency reserving the right to expand the panel or appoint a single contractor).

The contractor was expected to create or edit up to eight e-learning modules per annum as an estimate, with no guaranteed minimum work volumes and with actual work fluctuating during the contract term.
