Department of Fire and Emergency Services awarded a contract to Solberg Asia Pacific Pty Ltd for the provision of an off-the-shelf retardant mixing unit and ancillary components, including the design, construction, installation, commissioning and handover of equipment, and the delivery of training and procedure manuals to maintain a bulk multiple loading retardant mixing capability.

The capability supported LAT and SEAT reloading operations and was required to suit the use of Phosbag retardant packaging; Phosbags were identified as the preferred method for retardant storage because their handling, transporting and mixing provided operational and storage efficiencies and important redundancies that permitted DFES to deploy DBCA-managed fire retardant capabilities in support of aerial fire suppression operations.

The contract scope therefore covered equipment compatibility with Phosbag arrangements, associated services for commissioning and training, and provision of operational documentation.
