The study updated components from the first and second studies and analysed key trends and interstate comparisons, including the gambling industry structure and characteristics, changes and trends in gambling behaviour, and revenue.

It also undertook an extensive review of harm minimisation measures introduced since the first study, with particular attention to the Responsible Gambling Mandatory Code of Practice for Tasmania that commenced in March 2012.
