The Office for Early Childhood Development (OECD) is seeking a South Australian Aboriginal business supplier to develop an Evaluation Framework for the South Australian Aboriginal Early Childhood Strategy, launched 20 July 2026 in response to the 2023 Royal Commission into Early Childhood Education and Care. The Strategy supports the universal rollout of 3-year-old preschool from 2026 and comprises multiple cross-cutting long-term initiatives; the Framework must define what will be evaluated, how success will be measured, and when evaluation activities will occur across the whole strategy. The Framework will be developed over a 6-month engagement, be grounded in Aboriginal ways of knowing, being and doing alongside complementary Western evaluation approaches, and be co-designed with the Aboriginal Co-design Governance Group (ACGG), the OECD Aboriginal Leadership Committee and relevant stakeholders to embed Aboriginal governance and voice. It will establish core principles, parameters and outcomes to guide program-level evaluation and provide guidance on timing, methodologies, key themes and questions across initiatives. The engagement requires at least 51% of the work to be contracted to and undertaken by an Aboriginal-owned organisation, and suppliers without necessary evaluation experience are encouraged to partner with an academic institution or organisation that can contribute up to 49% of the work.
