District Council of Elliston is seeking a suitably qualified South Australian artist or artist team to design and deliver a permanent, site-specific mural at the RSL Memorial Building, 34 Beach Terrace, Elliston. The artwork should thoughtfully reflect the building’s dual history as an RSL Memorial Building and former kindergarten, draw on locally verified stories and community history, and recognise themes of service, sacrifice and remembrance alongside childhood, learning, care, family and connection across generations; artists may propose treatments for one or more identified external wall areas. Council requires demonstrated artistic merit and relevant mural or public art experience, capacity to undertake a regional project, and an appropriate approach to community engagement, historical research, durability, maintenance and safe installation. At this stage submissions should present a preliminary site-specific concept rather than a fully resolved final design and must include a concept statement, preliminary visual response, proposed methodology, itemised quotation, project program, artist biography/CV, examples of relevant previous work, referees and supporting information as detailed in the Artist Brief and Request for Quotation. Selection will consider artistic merit and response to the site, understanding of the building’s history and Elliston context, relevant experience, methodology and engagement, durability and risk, and value for money; any appointment and delivery are subject to Council approval, the CreateSA funding outcome, satisfactory due diligence, execution of a written contract and written notice to proceed. Submissions close at 12.00 noon (ACDT) on Friday, 6 November 2026.
