The Department of Foreign Affairs and Trade (DFAT) is seeking a flexible, responsive and participant-centered supplier to deliver two complementary but distinct service streams for the Pacific Engagement Visa (PEV) and Falepili Mobility Pathway (FMP). The provider will deliver accessible information and practical support to participants from eligible Pacific countries and Timor‑Leste across ballot, visa, employment, pre-departure and settlement stages; connect participants with suitable and timely employment opportunities (noting a formal job offer is a PEV visa requirement while FMP employment support focuses on settlement and economic participation); deliver enhanced, culturally grounded offshore support in Tuvalu and onshore support in Australia for FMP participants consistent with mobility with dignity and the Falepili Union Treaty; collect and report regular, timely, high-quality quantitative and qualitative disaggregated program and participant data for monitoring and continuous improvement; adapt delivery to changing allocations, countries, participant needs, demand levels, policy settings and settlement patterns; and support FMP participants and the Tuvaluan diaspora in Australia to maintain cultural identity, language, community networks and links to country consistent with treaty commitments.
