Department of Premier and Cabinet awarded a contract to University of Tasmania for research that analysed the effect over time of price variation on Tasmanian household expenditure behaviour, examined evidence that financial hardship influenced that behaviour, and estimated the geographic distribution of low-income households most affected.

The Consultant analysed and reported on household expenditure variation over time, including the influence of variations in price, gross and disposable income, wealth and housing tenure.

Influences were measured through evidence of financial hardship using elasticities and possible substitutions.

The distribution of the populations of households most influenced was estimated by local government area.
