The primary objectives were to support development of mitigation strategies to control key programme risks, reduce or avoid closure of the Fremantle line, shorten the overall construction timeline and minimise disruption to the adjacent road network and Principal Shared Path (PSP).
The brief prioritized constructability, rail-continuity and identification of long-lead items, indicating PTA sought specialist engineering advice to manage programme risk and minimise operational disruption during delivery.
