Department of Treasury and Finance awarded a contract to Ernst and Young for consultancy services to formulate, manage and assess the Stage I Expressions of Interest (EOI) process for Heritage Square.
The contract supported the Tasmanian Government's intention to divest a group of eight government-owned buildings located between the Hobart waterfront and the central business district; the site had an overall area of approximately 7 322 square metres and was situated behind Parliament House, bordered by Murray Street, Davey Street and Salamanca Place.
The sale and redevelopment was to be progressed through a three-stage EOI process, with the initial stage expected in March 2008 to seek submissions from parties interested in acquiring and developing the site.
The consultant's scope was limited to services associated with the formulation, management and assessment of the Stage I EOI process.
Contracts for government-managed property divestment and EOI administration were commonly awarded to large professional services firms that combined advisory, project-management and stakeholder-engagement capabilities, reflecting the multidisciplinary requirements of such transactions.
