About
Department of Treasury and Finance awarded a contract to KPMG for the design of the Transitional Services Agreement (TSA) to support the Tasmanian Electricity Supply Industry Reform.
The contract formed part of the Electricity Reform Project established to implement reforms and restructure the State-owned electricity businesses (Hydro Tasmania, Aurora Energy and Transend Networks).
The Business Transition Group (BTG) was identified as responsible for changes to business structures and operations, including transition of assets, people and systems.
KPMG's scope was to recommend the overarching design of the TSA to be provided to purchasing Retailers after the customer book was sold.
The work consisted of two key elements: a Structural Design element delivering a feasibility assessment of a range of operating structures within the SOEBs in which the TSA could be provided to new Retailers; and a Functional Design element detailing the services, service levels and pricing to feed into the TSA, together with impact assessments on current processes for delivering the TSA.
The award to KPMG reflected the Tasmanian government's use of large professional services firms for complex commercial and operational design work in utility restructuring, where combined legal, commercial and operational analysis is required.
