Metropolitan-Based FDSV Workforce Funding Awarded to Nunga Mi:Minar Incorporated

About

Department of Human Services (DHS) awarded a contract to Nunga Mi:Minar Incorporated for funding to deliver metropolitan-based services under the 500 Workers initiative to bolster frontline Family, Domestic and Sexual Violence (FDSV) specialist sector roles and intersecting services.

The contract funded a workforce model in which about half of workers were intended to be trainees and half fully qualified (with States able to vary that mix and define trainee/qualified status), and covered roles in organisations such as shelters, crisis services, financial counselling and specialist services for children across Inner Regional, Outer Regional, Remote and Very Remote Australia.

Approved Organisations were required to employ a full-time equivalent (FTE) in response to the initiative.

Funding was provided by the Commonwealth under the National Partnership Agreement – Payment 5 and was required to be used to fund services or directly support victim-survivors, or to develop the capacity or capability of services (including for emergency planning and disaster responses); the funding was not to be used to subsidise State government operations or to fund infrastructure projects.

The contract also funded a NDIS worker to work within a domestic and family violence organisation to support NDIS clients who were victim-survivors as part of a targeted specialist approach for people with disability.

Insight

The award reflected Commonwealth-directed, National Partnership funding that prioritized direct-service delivery by specialist and intersecting FDSV providers and required recipient organisations to employ FTEs and comply with restrictions on funding use, a structure that typically benefits community-based specialist organisations with existing service delivery capacity.
