Department of Health (Royal Street) awarded a contract to WA AIDS Council Inc (Western Australian AIDS Council (Inc)) for the Comprehensive Range of Community-based Blood Borne Virus (BBV) Services.
The contract was consistent with the intent of the Delivering Community Services in Partnership (DCSP) Policy (July 2025) and proceeded through a Direct Negotiation Request process.
The Service formed an integrated service delivering a suite of specialist services and supports to people impacted by BBVs and sexually transmissible infections (STIs), drawing on evidence-based health promotion approaches underpinned by the Ottawa Charter and the WA Sexual Health and BBV Strategy 2024–2030.
The award noted BBVs as viruses transmitted by blood or body fluids (including HIV, hepatitis B and hepatitis C) and STIs as infections transmitted through sexual contact (including chlamydia, gonorrhoea and syphilis), and referenced 2025 notification figures in Western Australia: 79 HIV notifications, 537 hepatitis B, 888 hepatitis C, 12,220 chlamydia, 5,235 gonorrhoea and 773 infectious syphilis.
The contract funded community-based, specialist BBV/STI prevention, health-promotion and support services for people affected by these conditions.
The award aligned departmental procurement with the WA Sexual Health and BBV Strategy 2024–2030 and DCSP policy, indicating a focus on integrated, community-based specialist providers with BBV/STI expertise as the appropriate delivery model for these public health priorities.
