Tender: NESA OpenText Content Manager Upgrade and Managed Cloud Migration (3-year + two 1-year options)

NESA is seeking a supplier for an upgrade of its OpenText Content Manager 9.4 environment to Content Manager 25.x or a later supported release, migration of that environment to a fully managed cloud environment, and provision of managed hosting, application support and associated licensing under a managed-service arrangement comprising an initial three-year term and two separate one-year extension options exercisable by NESA. The supplier must deliver a supported, secure and maintainable Content Manager service that preserves existing records, controls, required integrations and evidentiary integrity, reduces NESA’s retained infrastructure and platform-operating burden, provides a controlled transition with clear supplier, subcontractor and NESA responsibilities, and establishes transparent whole-of-term commercial arrangements; the requirement retains Content Manager and its existing records model and does not seek platform replacement, infrastructure-only hosting or a NESA-managed Content Manager platform.
