Department of the Premier and Cabinet awarded a contract to Kudos Services for the engagement of non-government practitioners to train in and deliver the Inklings pilot program.
The contract covered delivery of a strengths-based, neuro-affirming program designed to develop the strengths and confidence of families and other caregivers in responding to infants’ needs.
Kudos Services was engaged to provide up to 2.0 full-time equivalent (FTE) employees with specialised skills and knowledge in the health and allied health sectors to maximise service delivery and access, particularly in the north and north-eastern suburbs of Adelaide, and to support the program’s target reach of up to 1,300 babies.
The contract structure—commissioning a specialist NGO for a small, specified FTE allocation focused on targeted suburbs with a quantified service target—reflects a government preference for specialised non-government providers that can deliver localised, measurable early-childhood neuro-affirming supports.
