About
Department of Health (Royal Street) awarded a contract to Diabetes WA for provision and operation of the Diabetes Information and Advice Line (DIAL), a weekday helpline available throughout the year (except public holidays).
The service was staffed by appropriately qualified and trained personnel, including Credentialled Diabetes Educators (CDEs), and delivered evidence-based information, advice, support, problem solving and, where appropriate, referral to relevant programs, services and supporting information.
Services were person-centred, enabled client-led problem solving and aimed to decrease clients’ levels of diabetes distress.
The service was accessible via multiple channels (including web-based access and an online moderated forum), and Diabetes WA provided up-to-date supporting information on its website and/or via links to other credible online sources (for example the NDSS).
The contract included promotion of the DIAL through stakeholder engagement and consumer engagement to tailor services and maximise reach and accessibility, and required collection and analysis of service-use, engagement and impact information to inform continuous improvement and development.
Further or alternative modes of service delivery and/or service mix were to be shaped by evidenced community need and agreed with the State Party prior to implementation.
The contract specified clinical staffing (Credentialled Diabetes Educators), multi-channel delivery, evidence-based content and data collection for continuous improvement, indicating that providers with specialist diabetes clinical expertise, established online resources and monitoring capability were aligned with the stated requirements.
